Buddha Purnima Greetings

ITANAGAR/NEWDELHI, May 24: The Governor of Arunachal Pradesh General (Retd) J.J. Singh and Chief Minister Nabam Tuki have extended warm greetings and good wishes to the people of Arunachal Pradesh on the auspicious occasion of Buddha Purnima tomorrow. In his message, the Governor expressed the hope that the occasion would inspire all to follow the path of non-violence and harmony as preached by Lord Buddha.

“May the propitious occasion guide us to the path of universal peace and brotherhood,” General Singh wished.

In his message, Tuki wished that the holy day would bless the people of all religion with the wisdom of truth and non-violence.

“The teachings of Gautam Buddha are universal and for well being of all creatures. Let us welcome this Purnima with pure and pious hearts and assure the Almighty that we will follow the path of truth and non-violence no matter what,” Tuki who is currently in New Delhi, appealed.

Tuki, in his message, added that only through truth, honesty and non-violence can an individual develop and also take his society, state and country to greater heights.

 

APPSC team calls on governor

ITANAGAR, May 24: A three- member APPSC team  including BK Chena, Jathi Pulu and Mamang Dai today called on Governor Gen. (retd) J J Singh and extended gratitude for guidance and support to PSC during his tenure.

During the discussion on the challenges confronting the state,  the Governor assured his continued support even from a distance.

“I feel I am of Arunachal,”  the Governor said adding that the road and railway projects, which were initiated under his governorship, would bear fruit soon and the Arunachal Pradesh would enjoy the benefits of development.  While appreciating the role  and function of APPSC Governor said only those of ‘proven  merit’ should be appointed to APPSC in the interests of fair play and equality in recruitment to state Civil Services  and other posts by conduct of examinations.

At the end of long innings and the wonderful years spent in  Arunachal, he said he would now be working on a second book commissioned by his publishers after the huge success of his “A solider’s General.”

 

Special  recruitment rally for youths of border districts

ROING, May 24: Special Recruitment rally for the youths of Border District of Arunachal Pradesh in ITBP, SSB and Assam Rifles will be held at 9th Bn Head Quarters Lohitpur, Lohit from July 3 to 6.

Date and reporting time for recruitment rally is July 3 at 5 am for Dibang Valley and Anjaw, July 4 at 5 am for Lower Dibang Valley and July 5 and 6 at 5 am for Lohit district.

Candidates of age bracket between 18 - 23 years on August 1 are eligible to appear rally. However, upper age limit is relaxable by 5 years for SC/ST candidates and 3 years for OBC. Educational Qualification is Class 10 pass from a recognised Board/University.

A month-long preparatory training is also organized for the candidates belonging to Dibang Valley, Lower Dibang Valley, Anjaw and Lohit Districts from June 3 at 9th Bn Head Quarters at Lohitpur, Lohit District. KVK training

ITANAGAR, May 24: Krishi Vigyan Kendra (KVK) Lohit working from Chongkham under NRC on Yak (ICAR) conducted two training on scientific cultivation of rice and integrated pest management (IPM) in rice at Namliang village recently. A total of 26 farmers attended the training.

Subject Matter Specialist Debasish Borah and Madhumita Sonowal Bora of the KVK imparted training to the farmers about scientific cultivation of rice and concept of IPM in rice, types of manures and fertilizers and their proper and judicious utilization.

 

6th Eco Census Charge Level Training Workshop at Tezu

TEZU, May 24: Training cum workshop for field functionaries on Sixth Economic Census for Tezu rural, Tezu urban and Sunpura circle was conducted at BRC Hall here today.

Addressing the trainees, Oling Lego, EAC cum Charge Officer Tezu-urban and Hakreso Kri, CO cum Charge Officer Tezu-rural instructed all the field functionaries to follow the basic guidelines and know the concepts of the subject matter properly before executing work in the field.

CT Manlong, District Statistic Officer cum Assistant Economic Census Commissioner spoke on the importance of economic census launched by the Government of India.

All together 105 field functionaries from Tezu-rural and Tezu-urban, and Sunpura circle attended the workshops.

First NE India Mt Everest Expedition concludes

ITANAGAR, May 24: The First North East India Mt. Everest Expedition came to an end after last member Manish Deka of Assam reached the summit of Mount Everest today at 5.45 am.

Manish Deka is the second climber from Assam to reach Mt. Everest.

Altogether 11 members of the team, including two from Arunachal Pradesh, successfully scaled the Mount Everest.

The team is expected to arrive in Delhi on May 30.

The expedition was organized by Manipur Mountaineering and Trekking Association, Manipur with support from Planning Department, Govt. of Manipur.

North Eastern Council, Shillong sponsored the expedition.

The expedition was flagged off by President of India on March 20.

 

Union calls for rescheduling of exam

ITANAGAR, May 24: The All Arunachal Pradesh Unemployed Engineers’ Association (AAPUEA) has appealed the Arunachal Pradesh Public Service Commission (APPSC) secretary to reschedule AE (Civil) Examination.

As most of the engineering departments have not been able to send information regarding the various vacant seats to the Public Service Commission because of the recently held municipal and Panchayat elections, so the exam should be conducted only after all the paper works are done, AAPUEA said in a release.

Moreover, for most of the candidates residing in far flung areas, it will be difficult for them to reach during monsoon, it further said in the release.

 

Ajaypal Singh takes charge

ITANAGAR, May 24:  Ajaypal Singh, Deputy Inspector General, has taken over the charge of ITBP Itanagar  sector on May 23 last. Prior to this assignment, Singh, an ITBP cadre  officer of 1990,  was commanding a battalion in Delhi deployed for VIP security. Singh had also posted in different parts of Arunachal Pradesh as deputy commandant in between 2004-2008.

Ramesh assures Arunachal to sanction proposals

under MNREGA schemes

NEW DELHI, May 24: Chief Minister Nabam Tuki today called on Union Minister of Rural Development Jairam Ramesh at New Delhi to discuss the developmental projects related to RD in the state in the coming financial year. The Chief Minister briefed Ramesh about the steps taken by the State Government to hasten the process of submission of projects to the Ministry in order to ensure the timely implementation of the various schemes under Rural Development.

Ramesh assured Tuki to immediately sanction the proposals under the MNREGA schemes which were submitted to the Union Ministry yesterday. The Union Minister mentioned that he will also sanction the schemes related to the Integrated Wastelands Development Programme (IWDP) scheme of the Ministry upon receipt of proposals from the state and that he will also increase the IAY allocation for the benefit of the Puroik community of the state.

Ramesh also informed the Chief Minister that the Miao-Vijaynagar Road will be sanctioned in the forthcoming meeting of the concerned committee to be held shortly. He will visit Vijaynagar on June 1 and 2 for the same.

The Secretary of Ministry of Rural Development, Vijay Kumar was also present in the meeting.

Later in the day, the Chief Minister called on Kumari Selja, Union Minister of Social Justice and Empowerment, and sought the help of her Ministry for enhancing the Drug De-Addiction Centres of the State and broadening of physical infrastructure for Senior Citizens.

The Chief Minister appealed Selja to establish a sub-centre of the nationally renowned Deen Dayal Upadhaya Institute of Physically Handicapped in the State for the benefit of the physically handicapped people.

Selja assured that she will expedite the matter for early establishment of the sub centre, which will be the first of its kind in the North Eastern Region.

 

 

Students protest against delay in

disbursing of stipend

ITANAGAR, May 24: Large group of students today took out a rally demanding the releasing and enhancement of stipend money.  The rally took off from Akashdeep market and ended at higher education office. The releasing of stipend money has always been an intriguing issue among the students community especially for students studying outside the state.

During the procession student community took the matter to the higher educational officials in order to sort out the prolonged grievances. In the meanwhile, a team of students had meeting with the higher educational director and officials. The student group claimed that the authority has responded positively to their demands.  They said, “Authorities has already released the stipend and promised to give the student exact money.  In order to fulfill the demand proposed by students, the stipend money will be directly transacted into the bank account of an individual’s account.” This may come as a relief for the students studying outside. They also added, “Final year students studying in various institutes all over India can collect their stipend from Itanagar henceforth presenting their course completed certificate”. The students group also admitted that officials have promised them that they will very soon initiate the proposed demand made by them.

All in all, the rally was concluded on a very peaceful manner and the student community has shown their gratitude towards the concerned authority for hearing out there voices.  

 

 

Rivers of capital turning into dumping site

Just take few seconds to notice the following rivers/streams:

· Pachin river while crossing the Barapani bridge at Naharlagun

·   Stream flowing below Lagun bridge at Naharlagun

·  Senki river at Chandan Nagar bridge at Itanagar

An average observer, especially who had been living in this capital city for the last few years, could easily tell the difference about its cleanliness about a decade back and now.

At present, in twin capital of the state, almost the entire human waste is whole heartedly being dumped into the streams and rivers without being treated. Weather its human excreta, excavated earth, garbage or industrial wastes; they all end up in streams, resulting in rapidly deteriorating condition of water bodies. Major problem being the dumping of excavated earth and deforestation. Excavated earth during earth cutting is directly dumped into lower ridges of mountain, which usually blocks small streams that feed the main river. Even if it is not directly dumped onto river/stream, it finds its way towards rivers during rainy season through the process of soil erosion and surface runoff. This extra earth causes excessive siltation of water bodies and completely changes its previous natural environment. During rain, everybody must have noticed completely murky rivers/streams, well that’s because of soil erosion due to lose excavated soil and deforestation. Siltation of river beds prevents free flow of water, leading streams/rivers being almost stagnant, thereby harming natural water cycle. If not in our state, it of course will lead to flood in lower reaches like in Assam.

Other human waste leads to increase in population of harmful micro-organism in water bodies. As we all know, about 90% of human diseases are water borne, so it must be a serious concern for people who want to live a healthy life. The water body may tolerate a certain level of pollution, but a level reaches when it is so polluted that it is called a “dead river, a river which can support no life at all. No wonder the fishes previously found in those rivers are no more to see, instead one can find different shapes, sizes and colour of pigs and human shits!

I still remember when we were kid; we used to swim in Pachin River to beat the summer heat. But today given its condition, I would like to see only my enemies swim there. This process of polluting our precious water bodies must be stopped for betterment of the entire human race. This mentality of seeing water bodies as the easiest and cheapest form of drainage of human waste must be changed. A proper waste management must be formulated and implemented. Just blaming the government and officials won’t solve the problem, neither writing articles on paper will. A collective approach from the entire society is a must. However, few individual contributions can make a great deal of difference, simply by changing few habits, like:

1.      Not dumping kitchen/domestic waste directly to water bodies

2.      Constructing proper septic tanks

3.      Not dumping cloths, polythene, plastic bottles etc. to water bodies as it chocks the flow of water

4.      Not breaking bottles on river side or in river

5.      Making use of dustbins instead etc.

Though small, but such individual contribution will be of a great help to our mother nature. We cannot bring a revolution, but at least let us contribute our bid towards a Clean and Green Arunachal. I feel great to do my bid. (The writer is a Range Forest Officer with Govt of AP)

 

 

A repulsive episode that lasted long …!

A young boy appeared to be at his 11 or 12 years of age was jostling through crowd fighting for his place in queue with voter identity card in one hand to cast vote somewhere near polling station at Kendriya Vidalaya, Chimpu Itanagar in recently concluded Itanagar Municipality election.

Young boy could cast the vote without any hurdle; neither people standing in a queue nor officers in duty had any words of protest on the legitimacy of his right to cast vote, though he did not attain eligibility age of 18 to enjoy the adult franchise. Similar young voters were reportedly turned out to cast their votes in Panchayat election on the “judgment day” (May 16th) at different polling stations particularly at remote villages across the state.

Such story is not at all surprising for everyone. Perhaps it is known to everybody as it has been an age-old brazen practice. The officers on duty inside the polling booth have to come in negotiation term with rival parties to give safe passage to proxy voters despite knowing the facts of voters’ illegitimacy.

In fact the officers and security personnel on duty were left with no choice but to compromise with their life security depending on situation, as they were “lamp” caught in the middle wolves.  The slight movement like dare to object could end up them with major altercation and physical assault and life threatening.

Though over all report of Panchayat election was claimed to be passed off peacefully, the murkier side of it that caught everybody’s attention, was death of a youth at Koloriang in Kurung Kumey district after group clash broke out during filing of nomination paper, the physical assault on officers on duty at Seppa and Palin and setting vehicles on fire at Dirang in West Kameng district (which went unreported).  

Over the last couple of weeks, reports on poll-related violence such as skirmishes, booth capturing, group clashes, destroying of ballot boxes, physical assault on officers at duty and lathi charge and open fire and so on had flooded into local dailies.  Apart from violence, involvement of money were also hit the headlines, as there were claims and counter claims by various candidates and political parties  that lakhs of rupees were pumped in to buy the voters.

When election fever comes, people declared their candidature with slaughtering of cattle (mithun) even before the state election commission announced the final notification. And I am damn sure that numerous cattle were slaughtered wittingly and unwittingly in just concluded election, no matter how unequivocal district administration pronounced the quantum of do’s & don’ts as part of election code of conduct. Luckily so far we are yet to read news of cancellation of candidature in the electoral history of Arunachal on account of violation of model code of conduct.

For a common citizen like me, it would  easier to draw a conclusion that Arunachal Municipality and Panchayat Elections  were a repulsive episode that lasted for long and which sprayed violence and corruption only. For the winners in fact “it’s time for a wild jubilation and but for losers it’s time to dip in sombre and re-introspect on the lapses.

Apparently, electoral system in our state is far more different from other parts of the country; people cast votes merrily with a hope to bring little change and rapid development. But do we Arunachalee really vote for change? Or we cast vote with paranoia, uneasiness and self-centric approach with least care about good leadership and a change?

 

 

Demand for re-poll in Ruksin block denied

RUKSIN, May 24: Alleging some discrepancy in the polling and counting process, the GPM contestants from ruling Congress in Ngorlung Anchal-III under Ruksin block have demanded the election authority for re-polling in the segment.

The Congress candidates for GPM in the segment submitted a written complaint before the Returning Officer (RO) of Ruksin on May 22 last, pointing out some irregularities in polling and counting processes. They alleged that the authority was moved in time for action, but not paid any heed to their grievances.

But RO cum SDO(C) of Ruksin Y Tayeng flatly refused any re-polling in the alleged segment as the polling and counting processes were over and there was no adverse report from the presiding officer concerned.

According to him, the complaint lodged by the candidates was unreasonable and that is why their complaint was ignored by the election authority.

Giving details of the complaint raised by the contesting candidates, the RO informed that on the day of polling, the 3rd- polling officer for Ngorlung anchal-III wrongly issued 11 ballot papers of Segment- ‘C’ to the voters of Segment- ‘B’, which were dully polled and inserted in the ballot box. The matter was immediately brought to the notice of the Presiding Officer. Consequently, the presiding officer allowed recasting of 11 votes to the voters of Segment –C.

"The ballots (wrongly issued) were later removed from the ballot box before counting of the votes on May 21. The result was declared after counting of the remaining ballots", said the RO.

Congress wins Nari-Koyu ZPs

As per result of the panchayat election declared recently, ruling Congress captured both the Nari-Seren and Koyu anchal block falling under Nari-Koyu constituency.

The acting Nari-Koyu Block Congress Committee (BCC) president Takir Kakki was elected as ZPM of Koyu block. He defeated his nearest rival Nyagom Padu (IND) by a margin of 120 votes. Another Independent contestant Tabom Boje managed to bag only 44 votes.

In Nari-Seren block, Kenyom Dabi retained power for the third consecutive term. He defeated his opponent Gamdo Bomjen of the NCP by a margin of 265 votes.

The ruling party also won 15 ASM seats out of total 24 in the two blocks.

ZPM Dabi is among the contenders for the Zilla Parishad Chairman (ZPC) in East Siang. Other contenders are Tonggeng Panyang (Ruksin) and Namukh Taloh (Bosing-I). According to unconfirmed sources, Congress party heavyweights are choosing Namuk Taloh as ZPC of East Siang Zilla Parishad.

The ruling party won 12 ZP seats, including two reserved for women out of the total 16. It also captured all seats in Pasighat-East and Pasighat-West (Ruksin) LACs.

 

 

BJP, AAPSU demand inquiry into Palin firing

ITANAGAR, May 24: State unit of Bharatiya Janata Party (BJP) has demanded a thorough inquiry into the May 22 firing incident at Palin in which a contesting BJP candidate for Panchayat election was grievously injured.

In its complaint letter to State Election Commission (SEC), BJP claimed that party’s Langdang Anchal Samity candidate Takam Tagung suffered serious bullet injury when security personnel opened fire to disperse an angry mob.

“Tagung was innocent and had never been a part of the irate mob. He has been targeted without any provocation,” the party said in the complaint letter.

“Since the instant case is poll related we demand your immediate intervention in the matter,” the letter said.

While condemning the incident in its strongest term, BJP demanded stern action against those responsible for the incident. The party also demanded financial assistance for the victim, who is currently undergoing treatment at RK Mission Hospital here.

The State BJP President Tai Tagak accompanied by General Secretary BR Wage and Secretary (Orgn) BJP East Arunachal Ramesh Kaddaganchi yesterday visited Tagung at RK Mission Hospital to enquire about the victim’s wellbeing.

Meanwhile, blaming the INC candidate for ZPM, Palin -1 seat  for the incident, Tagung in a  complaint letter to state lection Commission demanded  that  candidature of the  contesting candidate for ZP seat  be disqualified and  punishment be given to those who were involved in the incident.

All Arunachal Pradesh Students Union has demanded setting up of an enquiry committee to investigate Palin firing incident. Reacting to the incident, union also appealed Govt to bear expense of the injured person to bear all cost till he comes out of danger. Expressing concern over break down in law and order due to recent election, union urged state government to minutely look into the issue.

Meanwhile AAPSU has welcomed the decision of education department to release stipend.  

The Byabang Welfare Society has condemned the recent attack on Chukhu Takar, additional deputy commissioner of Pania by a group of INC workers at Palin. Society claims that house of ADC was ransacked and in the process everything was damaged by the mob. Society demanded punishment for the culprit involved in attack as per the law. Further society prayed for early recovery of Takam Tagung who received bullet injury during same incident.

 

 

Tawang to host ITM

TAWANG, May 24: A high level delegation of Union Ministry of Tourism held detailed discussions with the State Tourism Department to chalk out arrangements for the upcoming International Travel Mart to be held in Tawang in the third week of October this year.

A detailed presentation on district’s infrastructure facilities for hosting the ITM was made before the visiting high level delegation comprising Addl. Director General (MR) AK Gupta, Dr. Mamta Kochar Director (ENE) and VP Bhatia, General Manager ITDC by the state tourism department.

It may be recalled that the first edition of the international Travel Mart was held in Guwahati in January, 2013 in which more than 80 foreign delegates representing 26 countries participated.

The Ministry of Tourism has selected Tawang as the venue for this prestigious international event to showcase Northeast as a favoured Tourist destination to the international tourism.

Earlier in the day, the delegates accompanied by the officers of the department of Tourism and the District Administration, including Deputy Commissioner Abhishek Dev, Tourism Director Taru Talo and Secretary Sonam Chombay   inspected the probable venue for the event, the status of accommodation, tourist sights to be included in the technical visits for the foreign delegates participating in this event.

The visiting delegates expressed satisfaction with the available infrastructure in the district and appreciated the enthusiasm of the department of tourism and District Administration.

This International Travel Mart will be a big opportunity for Tourism department to showcase the diverse tourism potential of Arunachal Pradesh especially adventure tourism, cultural tourism and eco-tourism.

Later in the evening, the delegates of the MOT called on Pema Khandu, Minister Tourism and briefed him about their visit and expressed their satisfaction with the district as the venue for the International Travel Mart.

Pema Khandu stated that the State Govt. under the leadership of Chief Minister Nabum Tuki has accorded Tourism as the priority sector and, therefore, the Govt. will make all efforts to make this event a grand success. DIPRO

 

 

DIGAR Committee Meets to Draw Perspective Plan for West Siang

AALO, May 24: In its effort to make planning process more participatory, transparent and scientific, a meeting was held under the chairmanship of West Siang Deputy Commissioner M K Sahoo today in his office in connection with the District Infrastructure Gap Assessment Report (DIGAR).

Spelling out the objective behind the meet, the DC said that it is important to work out infrastructures gaps in the district to compile a district infrastructure gap assessment report for further compilation to form a ‘State Infrastructure Assessment Report’. He asked all executive agencies and HODs to draw futuristic plan by working out new projects and infrastructures requiring up gradation priority wise taking the confidence of elected representatives. The road connectivity, rural electrification, drainage system, health and educational institution, urban and rural sanitation and other infrastructure requirements, public utilities like cold storage, market sheds, boundary walls should also be included in the proposal.

The infrastructures that have outlived its utility should be worked out separately to avoid unnecessary and huge expenditure, the DC said and asked the HODs to complete the task by June 10 for proper review and onward submission to Govt.

Highlighting on various projects that are being implemented by the govt. in the district, the DC urged the executing agencies to give Monthly Project Status Report of ongoing projects on prescribed format that will be made available with information of fund allocation, expenditure, specification and status of the project for uploading in official website for the purpose of easy monitoring.

He also stressed on rain water harvesting which are being practiced successfully in other states. He asked the PWD to stop dumping of construction materials on road side that obstruct movement of vehicles. DIPRO

 

 

Steps to mitigate drinking water problem in Roing township discussed

ROING, May 24: An emergency meeting was held in the office chamber of the Deputy Commissioner of Lower Dibang Valley district to discuss the water supply problem and possible remedial measures in the Roing Township and the adjoining villages today. Local MLA Laeta Umbrey attended the meeting besides heads of the Department.

Highlighting the drinking water supply system, EE PHE & WS Department Er Subhat Pertin informed that the Water Supply System of the township was installed during 70’s during the time of CPWD and most of existing pipe networks is corroded and irreparable. No proper treatment plant were incorporated during that time, he further informed.  

In order to cater the present water need of the people of Roing township and adjoining habitations, a scheme under NLCPR for supplying of treated water was being implemented during 2002-04 but the flashed flood of June 11, 2004 completely washed away the proposed water source before completion of the scheme to such an extend that the construction of the head work become impossible.  Though the water treatment plant was built but it was  without water source due to technical reason.

He further informed the house that the existing water supply wholly depends on Power Channel of Deopani Micro-Hydel Project, Chetah Nallah and some seasonal sources like DFO Nallah, Naucho Nallah, etc which have high turbidity during monsoon and dry up in winter and prolonged sunny days, the  EE informed.  Adding to the sorrow, last year’s flood had washed away basic structures like intake point, collection chamber, pre-sedimentation tank, sedimentation tanks etc. of supplementary water supply sources of the adjoining villages and Roing Town.

The rainfall occurred on 8 April’ 2013 damaged the temporary head works of Deopani Power Channel cum Water Supply and there is huge deposition of silt in whole course of Eze (Deopani) River. A dam like structure has formed due to slide of hill in to the course of Eze river at the upstream side of tapping point of drinking water. The continuous falling of soil is adding turbidity even in sunny days as a result of which PHE & WS Department is not in position to provide regular and clean water to consumers of Roing and its satellite villages, he added.

He also informed that the department is putting constant effort to restore water supply from available sources and has put tankers on road. The division has one Tanker of 2000 Litres and one Mini Truck capable of carrying 5000 litres of water in Sintex for distribution during crisis hours.

As a remedial measures, Er Pertin further informed the house that already 8 DPRs for Drinking Water Supply System for Roing Township has been submitted to the Govt. and the State Govt has already accorded administrative approval for Improvement of Roing Drinking Water Supply-II for an amount of Rs 1500.00 lakhs under RIDF and the DPR has been forwarded to NABARD for consideration. The Govt. has also sanctioned Rs 37.50 lakhs for two Deep Tube Boring under Thirteen Finance Commission during the year 2012-13 and the work has already been entrusted to a private contractor and drilling materials has reached at the work site.

He also informed that under initiative of local MLA Roing, Govt. has sanctioned 2 Nos. Deep Tube Boring under SPA in Roing and is likely to be started within short time after getting budgetary support from the finance department.

In order to arrest the prevailing turbidity of water from Deopani Source problem, a proposal for using existing Water Treatment Plant (WTP) has been submitted to the authorities with estimate of Rs 10.00 lakhs and accordingly the Chief Engineers had consented to go ahead with the proposal. It was also informed that a Water Tanker for Roing Division has been purchased by the department recently whose body building work is going on and is expected to reach Roing shortly.

Laeta Umbrey, MLA Roing requested the department to immediately start the laying of the new pipelines to the Water Treatment Plant to do away with the prevailing situation of water turbidity and also to start the drilling works of Deep Tube Boring which can be used as an alternative for supplying clean water in case of the breakdown of Micro-Hydel Power Channel. He also suggested to make a proper survey of the depositions of sand and boulders in the course of Eze river which might pose as a danger to the Roing Township and also to take the help of experts from BROs for clearing the same.

Dr. Ista Pulu to USA under USF sponsorship

ITANAGAR, Nay 24: Dr. Ista Pulu, Senior Gynecologist, Dist Hospital Roing, has been awarded one month’s observership programme by Morsani College of Medicine, University of South Florida, Tampa, that stands world’s 9th leading University. His observership starts from June 1 to 30. He will be leaving for USA on May  25.

The sponsorship by University of South Florida covers his entire expenses, including to and fro, food and accommodation etc.

The basic objective of inviting Dr. Pulu by Morsani College of Medicine is to provide him opportunities to observe the hospital and medical system in USA, interact with world’s leading medical professionals and research scientists. This will help enhance his professional excellence in his working field and open new vistas for the future networking and collaborations in the field of public health.  

During his stay, he will also visit Stanford University California (the world’s best medical institute in cancer research), University of Ohio Cleveland, New York and also witness US Independence Day celebrations at Washington DC on 04-06 July.  

Dr. Pulu happens to be the Co-author for the Manuscript of TB research that made breakthrough worldwide. A research Lab opened in collaboration with Stanford University California, Guwahati Medical College and RIWATCH (Research Institute of World’s Ancient Traditions Cultures and Heritage) Roing, had hit the headlines in world’s news papers on 31 January 2013, as the research found out the hiding place of TB bacteria in human body. It hides in stem cells in bone morrow. The research has been published in Science Translational Medicine Journal.

The University of South Florida and RIWATCH had signed a MoU on 26 February 2012, for academic collaboration and scholar exchange programme and it is an honour that Dr. Ista Pulu is the first one to go under this exchange programme.

It is to be noted that Dr. Joram Begi, Director of Higher and Technical Education and Vijay Swami, Executive Director RIWATCH had visited many universities in USA for academic collaboration and it is the result of their effective co-ordination and continuous follow up, that made this successful commencement of scholar exchange programme, starting from Dr. Pulu, said the RIWATCH release.

 

 

Activities under SSA District Mission in Lower Dibang Valley

ROING, May 24: The tentative calendar of Sarva Siksha Abhiyan activities in Lower Dibang district for 2013-14 was highlighted through PowerPoint presentation in the office chamber of Deputy Commissioner here yesterday.

The activities consist of SC/ST Community Mobilization and Training Programmes for School Management Committee and PRIs, awareness campaign for anti-drugs to students, parents, SMC members and teachers, refresher in-service teacher training, monthly cluster level meeting, refresher training for RPs, BRCs, CRCs etc. Provision has also been included for exposure visit for 58 students of Class VII and VIII within NE state and Arunachal Pradesh and also for eight girl students from KGBV and Govt. schools to Dibrugarh, Assam.   

Skill development training like chalk, candle, detergent, book binding, noodles making will also be imparted to girl students under Girls Education Programme. Nine months foundation course to 3 IE volunteers will also be given under foundation course on education of disability.

The fund has been separately kept for various activities under SSA District Mission. Deputy Commissioner cum District Project Director of SSA District Mission Shiv Kumar expressed the hope that the department would implement the activities in letter and spirit and the fund would be utilized judiciously for the specific purposes.

SSA co-ordinators S Mikhu (Pedagogy, RSTC/NRSTC & Estt), SK Tamang (MIS & Planning), Anilee Elapra (Gender Coordinator) and Accountant Licha Serbi showed the details of the tentative programmes.

Community participation vital in disaster management: DC

PASIGHAT, May 24: East Kameng Deputy Commissioner has emphasized on community participation and their cooperation with government agency for effective disaster management.

Attending the co-ordination cum review meeting of the District Disaster Management Committee here yesterday, DC RK Mishra said that every department should have their own disaster management plan to tackle disaster successfully. There should be proper coordination among various Govt departments and also better interdepartmental liasoning so that all can work in tandem, the DC said.  

Briefing about the importance of disaster preparedness, the DC suggested for identifying disaster prone areas so that precaution can be taken beforehand.

Appreciating the role played by BRTF during last year’s rainy season, the DC directed the bazaar committee to draw a plan for any kind of emergency.

Superintendent of Polic Pushpendra Kumar while briefing about the importance of maintaining law and order during emergency, highlighted his department’s preparedness, especially for search and rescue operations during disaster.

Emphasizing that mass awareness play vital role on disaster management, he appealed all to attend the Community Awareness Programme to be conducted at Pasighat on May 30 and 31 by National Disaster Response Force (NDRF), a Guwahati based NGO.

Major Manish, BRTF said that his organization was fully ready to lend all possible help in terms of man and materials to the District Administration during disaster. He said that all vulnerable places have been identified and precautionary steps have been taken to maintain the road connectivity of NH52.

Zenden Tsomu, DDMO, while inviting all to the NDRF program appealed all to submit the departmental plans so that the comprehensive plan of the district can be updated immediately. DIPRO

Life is not bed of roses

Dear Editor,

All of us want to be successful in life. But everyone has a different outlook towards life. While some talk it as a struggle for survival, others take it an opportunity to grow. Life is a great test of our abilities and our desires. To achieve success hard work is essential. Since life is not a bed of roses, we must learn to struggle to achieve our target and we must not give up at any cost.

There is a saying “Failures are the pillar of success in life”. So, in .order to be successful we must try to learn from our mistakes and defeats. Moreover, it is impossible to have winners without loser. No one can be perfect in life since, to err is human. Yet practice plays an important role in achieving success. Everything is possible on earth if we practice regularly. So, we must not worry about problems and waste our time. Instead, we must try to find the solution.

Our life is no value if we don’t do something for the betterment of the humanity. Moreover success does not mean only one’s progress but also to improve others. Slow and steady wins the race. Since, the golden age is before us, we must walk, slow but we also should not look back in our life with pain. Then only we will be successful in our life.

Why the delay in declaring result

Dear Editor,

Through the column of your esteemed daily, we would like to draw your kind attention to the Director, Central Institute of Himalayan Culture Studies, Dahung:: West Kameng District. We want to know reason for delaying of declaring the result of written examination of various posts as per the advertisement vide No. 01/2012 (NTP-CIHCS) dated 20-03-2012 published in Arunachal Times. Post has been mentioned in advertisement like Computer Instructor, Librarian, Personal Assistant, Assistant etc. The written examination for the same has been conducted on 27-10-2012 at Bomdila, but the result is yet to be declared by the concern authority.

In this regard, we the local unemployed youth would like to seek appropriate clarification from CIHCS authority concerned and urge them to immediately declare the result of cited posts with free and fair and preference should be given to APST candidate. Delay in declaration of the result may demoralized the talented candidates

Besides, we also appeal to Apex student body AAPSU, Arunachal Civil Society and other likeminded organization to join us strongly to pressurize the authority concern.

Pothole filled Basar road

Dear Editor,

Through the column of your esteemed daily I would like to draw the attention of concerned authorities to a very big issue being faced by the local residents of Basar town in West Siang district. There is no proper road maintenance starting from the initial starting point to the final end point of Basar which gives inconvenience to the commuters. One more thing to be reflected is that there is lot of potholes as a result of which frequent accident takes place. I would like to request the concerned authorities to look into the matter and work out a solution at the earliest possible for the benefit and wellbeing of the people.

Melting glaciers behind sea-level rise

A new study has found that shrinking glaciers were responsible for almost a third of the rise in sea-level between 2003 and 2009.

Though Greenland and Antarctic ice sheets straddle over 99 per cent of earth's land mass, the ice locked up in the remaining glaciers contributed just as much to the rise in the sea levels, researchers say.

All glacial regions lost mass from 2003 to 2009 the worst affected being Arctic Canada, Alaska, coastal Greenland, the southern Andes and the Himalayas. The glaciers outside the Greenland and Antarctic sheets lost an average of 260 billion metric tonnes of iceannually during the study period, causing the oceans to rise 0.03 inches, or about 0.7 millimeters per year.

Current estimates predict if all the glaciers in the world were to melt, they would raise sea level by about two feet. In contrast, anentire Greenland ice sheet melt would raise sea levels by 20 feet, while if Antarctica lost its ice cover, it would rise 200 feet.
